Abstract

Electoral law often tells us more about a democracy than its constitution. The most crucial point of any electoral law is the electoral system: how the citizens’ votes are converted into parliamentary representation (apportionment). But behind apportionment is always geography, in the form of constituencies and their size. This is evident from looking at Greek and foreign electoral systems from the parliamentary elections since the 1821 Revolution.
