Abstract

This paper deals with the Congress of Vienna (1814-15) which is approached as an expression of international relations and less of the foreign policy of the states that participated in it and directed it. The purpose of the presentation is to show that the policy of the Conference was the result of a significant breakthrough in the relations between the European states and that the Greek revolution was faced with a new political situation. It refers mainly to the ideas that influenced the decisions of the Conference while the prevailing idea was that the states should abandon the war and organize themselves in society.
