Abstract

During the third decade of the 19th century, the Eastern Mediterranean was transformed into a sea full of danger, “inhospitable” to trade and shipping. Piracy and raids, mainly by Greeks, undermined transport security and hindered the smooth conduct of trade. For every European naval and merchant power, it was an unsolvable puzzle how to deal not only with the action of the Greek pirates but also with the significant restrictions imposed on shipping by the Sublime Porte in an attempt by the latter to deal with the danger at sea connected to the developments in the islands under revolt in the Aegean. The aim of the present study is to approach Austrian policy in the Levant. Both the aspirations and strategy of the central government in Vienna and the sometimes different perceptions of its representatives in the region, such as the admiral of the Austrian war squad in the Aegean, the Internuncio in Constantinople and the local consuls, will be explored. Its attitude towards the Greek corsair/“pirate” islands (especially Spetses, Hydra, Psara), its efforts to ensure the smooth movement of Austrian merchant ships will be presented as well as its wider interest in the revitalisation of European trade in the region, an interest that led Austria to take on the role of “protector” of the Sardinian, Tuscan and Russian merchant fleets.
